A general expression for local power absorption of small amplitude electromagnetic fields in a hot, uniformly magnetized plasma is obtained starting from Vlasov-Maxwell equations. Using a transformation to Lagrangian coordinates, the power is calculated without introducing the flux due to particle streaming, and corresponds to the local exchange of energy between the wave and the plasma. Assuming the Larmor radii of the species to be small compared with the characteristic scale length of the fields and the equilibrium quantities such as density and temperature, an expansion to second order is carried out. This results in an explicit expression for local power absorption in a 2-D plasma, which takes into account the effects due to density and temperature gradients.
